I would not have say everything in this article exactly the same way, but I think that there's a lot of interesting thing in it. I also want to debate and discuss here, and, in fact, try to resurrect this group for people in Canada // Je n'aurais pas écrit tout ce qui ce trouve dans l'article de la même façon, mais je pense qu'il y a beaucoup de choses intéressantes. Years ago, when the majority of political activist energy was filtered through the affinity and working groups of my union local, I had an encounter with a fellow union activist about the need to be involved in something broader than disconnected, though perhaps vital, groups. He argued that, since I defined as a communist, I should involve myself in a communist organization that was closer to a party due to the limits to "movementism" and "trade union consciousness." At the time, since I was just emerging from an "anti-vanguard" type of communism, I was not entirely convinced by his arguments. Moreover, due to my dawning sympathies with anti-colonial and third world marxism (sympathies that would eventually lead me to Maoism), I was also unconvinced that the communist organization he was promoting, the New Socialist Group [NSG], answered the political questions I was just beginning to ask.
Eventually when I started to move towards Lenin's analysis of the state, I could not help but recall this conversation. The problem, however, was that the solution he had proposed (getting involved with the NSG) did not seem entirely compelling: there did not appear to be any communist organization in Toronto, let alone Canada, that adequately addressed the problems I was beginning to believe were raised by the Russian and Chinese Revolutions. Even my partner (who was responsible for so much of my political education) was arguing for the need to become involved in something broader than the union movement or these "movementist" groups, claiming that I might benefit from something that was actually "communist" rather than simply unionist or activist. And I remember telling her, on more than one occasion, "you're right but I don't feel drawn to any of the organizations in Toronto."
That is, even if I could accept that there was a need for a revolutionary party, something that could ideologically unite various and disparate struggles, there did not appear to be any organization in the city that was up to the challenge. This is not to say that I dismissed the work of activists in organizations like the New Socialist Group, Autonomy and Solidarity [now the "Upping the Anti" collective], or even the Socialist Project––some of them were doing, and continue to do, excellent work––but just that all of these groups did not appear to have: 1) a truly concrete analysis of the concrete situation that is Canada; 2) an appreciation for both the historical and international histories of revolution.
For example, none of the Toronto communist organizations (whether they proclaimed themselves as "parties" or "projects" or "pre-parties" or etcetera), possessed a theoretically unified analysis of the Canadian social and historical context and what it would mean to build a revolutionary organization within this context. The analysis was disparate, sometimes intentionally eclectic, and often was about to responding to anti-people politics rather than coherently explaining a pro-people, that is communist, political program. And though some of this analysis was incisive and influential to my growth as a political activist, it did not seem substantially different than the analysis that could be produced by leftist intellectuals involved in disparate affinity groups. The point being: I wanted to involve myself with a group that could actually produce a productive and revolutionary response to the Canadian context––a group that knew what it was for, and not just what it was against, and was interested in working out the steps required, in this capitalist-colonialist nation, for revolution.
The fact that the majority of these Toronto groups were rather dismissive of the politics that emerged from the two great world historical communist revolutions––first Russia and then China––was something that always troubled me. Since I was moving towards a position that understood that the insights derived from the Chinese Revolution possessed as much universal significance as those derived from the Russian Revolution, I could not in good faith work with an organization that dismissed the contributing of Maoism, was dogmatically Trotskyist (or at the very least post-Trotskyist), and maybe didn't even reflect the insights of the Russian Revolution––aside from some general "Lenin-was-a-great-revolutionary-leader-but-Stalin-ruined-things" position. Other than a vague lip-service to the Russian Revolution, there was really no significant talk of the Chinese Revolution, or even a coherent appreciation of the lessons learned from past anti-imperialist and anti-colonial struggles. Even worse, when the Peoples War in Nepal was at its apex, not one of these groups even cared; they were more invested in populist movements in Venezuela than a potential communist revolution––some of them even admitted that they didn't care about Nepal because they "knew where that type of politics would lead" (an odd statement from supposed communists).
And these were the organizations of the supposed "non-dogmatic" communist left. For I already knew that I would never be interested in those antiquated self-proclaimed parties that were trapped in historical dead-ends, cultic and missionary, or had degenerated into parliamentarianism. These painfully orthodox organizations were the sorts of organizations, after all, that had once made me feel that communism was either repellant or antiquated.
So when I first learned of the Revolutionary Communist Party of Canada [PCR-RCP] I was initially wary. First of all, the fact that it called itself the Revolutionary Communist Party caused me to immediately associate it with a notorious and dogmatic organization in the United States. And even after one of my close comrades (a Maoist whose many debates and interventions with me influenced my understanding of Marxism-Leninism-Maoism) attended the PCR-RCP's founding congress and explained that, no, the Canadian Revolutionary Communist Party was entirely different from the identically named organization south of the border, I was still somewhat suspicious. At that point in time I had resigned myself to a Maoist-Third-Worldism by default: this was not to say that I believed that revolution was impossible in the centres of capitalism, and that the solution was some sort of global peoples war, but that I was becoming more and more convinced that the "culture industry" prevalent in imperialist countries might be strong enough to prevent any potential and truly revolutionary party from emerging. Although my communism was beginning to embrace the theory of Marxism-Leninism-Maoism, my experience with the supposedly revolutionary groups in Toronto––groups that spoke of revolution as something that happened elsewhere but were never interested in imagining its possibility in their own context––unfortunately predisposed me towards skepticism.
It wasn't until my experiences with my union local's most recent strike that I was again faced with the limitations of trade unionism, the need for involving myself in something broader––the necessity for a communist party that was brought home by the boundaries of union politics. Thus, following the sordid end of the strike, I once again started to investigate the existence of self-proclaimed communist parties in my political landscape. Recalling what the comrade mentioned above had said about the PCR-RCP, I decided to seriously engage with its program. Several other members of my union local, who were also impressed by the limitation of trade-unionism, joined me in several reading groups that engaged with the party program. And though this engagement was eventually aborted due to post-strike exhaustion, it was still an engagement that caused me to appreciate both the program and existence of the PCR-RCP. But it was also this engagement that led me to attend the Second Canadian Revolutionary Congress sponsored by the Revolutionary Communist Party of Canada and, upon being impressed by the PCR-RCP members in attendance, to decide that I both sympathized with and supported this organization as the only current potential and revolutionary party in Canada.
And since I still get questions as to why I think that the PCR-RCP is the only existing organization in Canada that I believe can rightfully call itself a party, as compared to those other organizations I was never interested in joining, I am going to try and explain my reasons for thinking in this way. I understand from my own experience, after all, the immediate skepticism that is raised against a group that uses the term "revolutionary party." I don't think this skepticism is wrong: there have been so many disappointments, and so many new communist groups that manifest every two or three years––entryists, other versions of parliamentarianism, or splinter fractions of the same Trotsykist/post-Trotsykist banality.
There are reasons, after having observed the Toronto left and seeing the limits of even what its most progressive communist organizations could offer, that I believe the PCR-RCP is worth supporting. I have broken these reasons down into five interrelated categories, the first of which I will discuss below and the other four I will divide into two successive posts: settler-colonialism and the national question; advanced guard versus tailism; concrete analysis of a concrete situation; revolutionary versus activist mind-set; and practice.
1: settler-colonialism and the national question in Canada.
This was probably the biggest barrier to joining the actually existing communist groups––especially since I was doing academic work on the question of settler-colonialism and was very aware that this nation we call "Canada" emerged through the contradiction of colonizer and colonized. Although some communist groups were good at supporting indigenous self-determination, none of them really placed this self-determination within a larger theoretical framework. They could not explain, aside from basic human rights and morality appeals, the why of supporting indigenous sovereignty.
This is not to say that some of these groups were not excellent in some of their practice surrounding indigenous self-determination (some of the members of Upping The Anti, for example, have been extremely exemplary in this regard, especially and most recently in the case of the Six Nations stand-off with Caledonia), but that there was no attempt to place this practice within a coherent theoretical approach to revolution in Canada. Even worse: the anarchists who were sometimes better than the communists in concretely supporting indigenous struggle would often, due to their anarchist politics, fight tooth-and-nail against the idea of national sovereignty––and some supposed "communist" groups were not immune to this political analysis.
And then there were those groups who, though endorsing indigenous self-determination, were still so caught up in demands for Quebecois sovereignty as the prime national question, that they really had no systematic way of assessing Canadian settler-colonialism. At best, the fundamental colonial contradiction was treated as identical to the supposed Quebec-Canada contradiction; at worst, it was misconstrued as a disconnected moral issue––something to do with "rights" and "decency"––allowing some of the more dogmatic groups to argue that Lenin's theory of the national question had nothing to do with indigenous people who (insert chauvinist reason here) lacked proper nationhood. (I wish I was joking, but I'm not: this is an argument that is actually made by some "marxist" groups.)
So the first thing that made me take the PCR-RCP seriously, the make-it-or-break-it test that because of my political sympathies I would use to assess communist groups, was the fact that it was the only communist group in Canada that understands the settler-colonial context within a comprehensive party program. And despite the fact that the PCR-RCP emerged in Quebec, it is significant in that it applies Lenin's theory of the national question primarily to indigenous nations and not to the Quebecois. (And according to some of the ignorant comments of the post mentioned above demonstrated a hatred of this position.) The fact that the settler-colonial question was approached as important, and in a concrete manner, is extremely significant––especially (and I emphasize this especially) in a nation that only exists because of a colonial encounter. I should also point out that the similarly named American group is known for having a rather chauvinist approach to settler-colonialism (among other things).

Il y a quelques années, lorsque la majorité de mes énergies militantes et politiques étaient mise dans des groupes d'affinités et des groupes de travail à mon syndicat local, j'ai eu un débat avec un collègue qui était militant syndical sur la nécessité d'être impliqué dans quelque chose de plus large que des groupes isolés, aussi essentiels soient-ils. Il faisait valoir que, puisque je me définis comme communiste, je devrais m'impliquer dans une organisation communiste qui serait plus proche d'un parti, à cause des limites du « mouvementisme » et de la « conscience syndicale ». À l'époque, je venais de m'éloigner d'un type de communisme qui ne reconnaissait pas le principe de l'avant-garde, je n'étais donc pas entièrement convaincu par ses arguments. Par ailleurs, à cause de mes sympathies naissantes pour le marxisme anti-colonial et dans le tiers monde (sympathies qui ont fini par me conduire au Maoïsme), je restais sceptique par rapport au fait que l'organisation communiste qu'il mettait de l'avant, le « New Socialist Group » (NSG) répondait réellement aux questions politiques que je commençais à me poser.
Éventuellement, lorsque j'ai commencé à m'intéresser à l'analyse de l'État de Lénine, je ne pouvais pas m'empêcher de me rappeler cette conversation. Autrement dit, même si je pouvais accepter qu'il y avait un besoin pour un parti révolutionnaire, quelque chose qui pourrait idéologiquement unir les nombreuses luttes, il ne semblait pas y avoir aucune organisation qui semblait à la hauteur dans la ville. Cela ne veut pas dire que je rejetais le travail des militant-es des organisations comme le New Socialist Group, Autonomy and Solidarity [qui est maintenant le collectif « Upping the Anti »] ou même encore le Socialist Project – certain-es d'entre eux et elles faisaient – et continuent à faire – de l'excellent travail, mais c'est plutôt que tous ces groupes ne semblaient pas avoir : 1) une analyse véritablement concrète de la situation concrète au Canada; 2)une juste appréciation de l'histoire des révolutions mondiales.
Par exemple, aucune des organisations communistes de Toronto (qu'ils se proclament eux-même comme « partis », « projets », « pré-partis », etc.) possédait une analyse théorique unifiée du contexte social et historique du Canada et de ce que cela signifierait de construire une organisation révolutionnaire dans ce contexte. Les analyses étaient disparates, parfois volontairement éclectiques, et souvent cherchaient plutôt à fournir une réponse contre les politiques antipopulaires plutôt qu'expliquer de façon cohérente un programme pour le peuple, donc communiste. Et même si certaines de ces analyses étaient perspicaces et m'ont influencé comme militant politique, elles n'apparaissaient pas comme sensiblement différentes de l'analyse qui pourrait être produite par des intellectuel-les de gauche impliqué-es dans différents groupes d'affinité. Le fait est que je voulais m'impliquer avec un groupe qui pourrait effectivement produire une réponse à la fois productive et révolutionnaire dans le contexte canadien – un groupe qui savait ce qu'il défendait et pas seulement ce qu'il dénonçait, et qui serait intéressé à franchir les étapes nécessaires, dans cette nation capitaliste et colonialiste, pour la révolution.
Le fait que la majorité des groupes de Toronto étaient plutôt méprisants envers les politiques qui ont émergé des deux grandes révolutions communistes mondiales – la première en Russie, puis en Chine – était quelque chose qui m'a toujours laissé perplexe. Alors que je comprenais de plus en plus que les idées qui ont émergé de la Révolution chinoise avaient une valeur universelle aussi grande que celles qui dérivaient de la Révolution russe, je ne pouvais pas travailler de bon cœur avec une organisation qui rejetait la contribution du Maoïsme, qui était trotskiste de manière dogmatique (ou à tout le moins post-trotskiste) et qui ne reflétaient peut-être même pas les idées de la Révolution russe – en dehors d'une position générale du style « Lénine-était-un-grand-leader-révolutionnaire-mais-Staline-a-tout-détruit ». En dehors de quelques mots chuchotés du bout des lèvres sur la Révolution russe, il n'y avait pas de réel débat sur la Révolution chinoise, ni même une appréciation cohérente des enseignements tirés des dernières luttes anti-impérialistes et anti-coloniales. Pire encore, alors que la guerre populaire au Népal était à son plus fort, pas un seul de ces groupes ne s'en préoccupait; ils étaient davantage investis dans les mouvements populistes du Venezuela que dans une potentielle révolution communiste – certaine-es d'entre eux ont même admis qu'ils ne se souciaient pas du Népal parce qu'ils « savaient bien à quoi ce type de politique conduirait » (une étrange déclaration pour de supposé-es communistes).
Et il s'agit ici des organisations de la gauche communiste supposément « non-dogmatique ». Je savais déjà que je ne serais jamais intéressé à ces partis autoproclamés et archaïques qui sont piégés dans des impasses historiques, ou qui ont dégénérés dans le parlementarisme. Ces organisations péniblement orthodoxes étaient le genre d'organisation qui, après tout, m'avait déjà amener à croire que le communisme était rebutant ou dépassé.
Alors quand j'ai pris connaissance de l'existence du Parti communiste révolutionnaire du Canada (PCR-RCP), j'ai d'abord été vigilant. Tout d'abord, le fait qu'il se soit nommé « Parti Communiste Révolutionnaire » m'a amené à l'associer immédiatement à une organisation notoire et dogmatique aux États-Unis. Et même après que l'un de mes proches camarades (un maoïste dont les nombreux débats et discussions avec moi ont influencé ma compréhension du Marxisme-Léninisme-Maoïsme) ait assisté au congrès de fondation du PCR-RCP et m'ait expliqué que non, le Parti Communiste Révolutionnaire canadien était complètement différent de l'organisation qui portait le même nom au sud de la frontière, j'étais toujours méfiant. À ce moment-là, je m'étais résigné à un maoïsme tiers-mondiste par défaut, : il ne s'agissait pas de dire que je croyais que la révolution était impossible dans les pays centres du capitalisme, et que la solution était une sorte de guerre mondiale des peuples, mais plutôt que je devenais de plus en plus convaincu que « l'industrie culturelle » qui prévaut dans les pays impérialistes pourrait être assez forte pour empêcher l'émergence potentielle d'un parti véritablement révolutionnaire. Bien que ma conception du communisme commençait à s'approprier la théorie du Marxisme-Léninisme-Maoïsme , mon expérience avec les groupes prétendument révolutionnaires à Toronto – les groupes qui parlent de la révolution comme quelque chose qui se passe ailleurs mais qui n'ont jamais été intéressés à imaginer cette possibilité dans leur propre contexte – m'avait malheureusement prédisposé au scepticisme.
Il a fallu attendre mon expérience avec la dernière grève de mon syndicat local pour que je sois à nouveau confronté aux limites du syndicalisme, à la nécessité pour moi de m'impliquer dans quelque chose de plus large, la nécessité d'un parti communiste. Ainsi, après la fin misérable de la grève, j'ai de nouveau commencé à m'intéresser aux partis communistes autoproclamés qui existaient dans mon paysage politique. Me rappelant ce que le camarade avait dit plus haut à propos du PCR-RCP, j'ai décidé de me mettre sérieusement à la lecture de son programme. Plusieurs autres membres de mon syndicat local, qui avaient également été frappé-es par les limites du syndicalisme, m'ont rejoint dans des groupes de lecture en lien avec le programme du parti. Et si cet engagement a éventuellement été abandonné suite à l'épuisement qui a suivi la grève, cela reste un engagement qui m'a amené à apprécier à la fois le programme et l'existence du PCR-RCP. Mais c'est aussi cet engagement qui m'a amené à assister au Deuxième Congrès Révolutionnaire Canadien, organisé par le Parti communiste révolutionnaire du Canada, et, après avoir été impressionné par les membres présent-es du PCR-RCP, m'a fait décidé que je sympathisais avec eux et elles, et que je supportais cette organisation en tant que seul parti révolutionnaire potentiel existant au Canada.
Et puisque je reçois toujours des questions quant aux raisons pour lesquelles je pense que le PCR-RCP est la seule organisation existante au Canada qui peut légitimement s'appeler un parti, par rapport aux autres organisations pour lesquelles je n'ai jamais été intéressé à me joindre, je vais tenter d'expliquer les raisons qui justifient mon point de vue. Je comprends, à cause de ma propre expérience après tout, le scepticisme immédiat qui se pose par rapport à un groupe qui utilise l'appellation “parti révolutionnaire”. Je ne pense pas que ce scepticisme soit injustifié : il y a eu tellement de déceptions, et tellement de nouveaux groupes communistes qui apparaissent tous les deux ou trois ans – des entristes, de nouvelles versions du parlementarisme, ou des fractions dissidentes des mêmes banalités trotskistes ou post-trotskistes.
Il y a des raisons, après avoir observé la gauche de Toronto et avoir vu les limites des organisations communiste les plus progressistes qu'elle pouvait offrir, qui m'amène à croire que le PCR-RCP est digne d'appui. J'ai séparé ces raisons en cinq catégories interreliées; colonialisme de peuplement et question nationale, avant-garde contre suivisme, analyse concrète d'une situation concrète, révolutionnaire contre attitude militante, et la pratique.
1- Le colonialisme de peuplement et la question nationale au Canada
C'était probablement la plus grande barrière m'empêchant de rejoindre les groupes communistes existant – surtout depuis que je faisais des travaux universitaires sur la question du colonialisme de peuplement et était très conscient du fait que cette nation que nous appelons “ le Canada” a émergé à travers la contradiction du colonisateur et du colonisé. Bien que certains groupes communistes sont bons pour supporter l'autodétermination des autochtones, aucun d'eux ne place cette autodétermination dans un cadre théorique plus large. Ils ne pouvaient pas expliquer, en dehors des droits humains fondamentaux et de la moralité, pourquoi il faut soutenir la souveraineté autochtone.
Cela ne veut pas dire que certains de ces groupes n'ont pas été excellents dans certaines de leurs pratiques autour de l'autodétermination des autochtones (quelques-un-es des membres de “Upping the Anti”, par exemple, ont été extrêmement exemplaires à cet égard, plus particulièrement récemment dans le cas de l'impasse des Six Nations avec la Calédonie), mais qu'il n'y avait aucune tentative de situer cette pratique dans une approche théorique cohérente à la révolution au Canada. Pire encore: les anarchistes, qui ont parfois été mieux que les communistes pour soutenir concrètement la lutte autochtone, se battaient bec et ongles, à cause de leurs politiques anarchistes, contre l'idée de la souveraineté nationale – et certains des groupes supposément “communistes” n'ont pas été épargnés par cette analyse politique.
Et puis il y avait des groupes qui, bien que soutenant l'autodétermination des autochtones, étaient encore tellement pris dans des revendications qui faisait de la souveraineté québécoise la question nationale principale, qu'ils n'avaient aucun moyen réel d'évaluer systématiquement le colonialisme canadien. Au mieux, la contradiction coloniale principale était traitée de la même manière que la prétendue contradiction Québec-Canada; au pire, elle était considéré à tort comme un problème éthique à part – quelque chose qui aurait à voir avec les “droits” et la “décence” - permettant à certains des groupes les plus dogmatiques de soutenir que la théorie de Lénine sur la question nationale n'a rien à voir avec les populations autochtones qui (insérer une ou plusieurs raisons chauvinistes ici) ne sont pas vraiment des nations à part entière. (J'aimerais bien ici que ce ne soit qu'une plaisanterie, mais je ne blague pas: c'est un argument qui est réellement amené par certains des groupes “marxistes”.)
Donc, la première chose qui m'a amené à prendre le PCR-RCP au sérieux, le test où “ça passe ou ça casse”, qui me permet d'évaluer mes sympathies pour un groupe communiste, était le fait qu'il était le seul groupe communiste au Canada à comprendre le contexte colonial et à le situer à travers le programme même du parti. Et malgré le fait que le PCR-RCP est apparu au Québec, il est significatif qu'il applique la théorie de Lénine sur la question nationale principalement aux nations autochtones et non aux Québécois-es. Le fait que la question du colonialisme est amenée de manière importante, et d'une façon concrète, est extrêmement significatif - en particulier (et j'insiste beaucoup là-dessus) dans une nation qui n'existe qu'à cause de ce colonialisme de peuplement. Je tiens également à souligner que le groupe américain du même nom est connu pour avoir une approche assez chauviniste du colonialisme (entre autres choses).
