    Not quite sure what you mean by the question. I think administrative work can be substantially reduced by automation and peer to peer software tools, and that these represent the wave of the future with respect to the mode of material production. Insofar as some administrative work remains, the important thing is to ensure that the administrators are subject to democratic oversight both locally and at the level of the society as a whole. They must be answerable to a democratic assembly that can instruct them on policy and which has scrutiny over their level of rewards etc.

    To what degree do you believe in Bureaucracy during the transitional stage from Capitalism to Socialism? Also in a modern Workers' Democracy?
