What does this mean, "Jump you fuckers"??? Jump out of a window bankers, or what?

Back during the depression the Wall street guys in the stock exchange felt so bad about what they had done (and also because they were now bankrupt) that they threw themselves off the top of the building, killing themselves. Thats what the sign is in reference to.
